The plan on solving these issues through:
Creating a team of 5 Governance Solutions Engineers (GSEs), who are granted 75,000 BANK as an initial allocation in Season 3. The DAO votes at the end of the season if they would like to allocate the full 750,000 BANK based on the deliverables the GSEs have delivered on.
